Gujarat is India’s only alcohol-free state with strict prohibition laws applied to residents. However, the state allows non-residents (including Indian visitors from other states and foreign nationals) to legally purchase and consume alcohol with a liquor permit. If you’re planning to visit Ahmedabad or other cities in Gujarat and want to buy alcohol, you need to understand the permit process, eligibility requirements, and where to shop. This guide explains everything you need to know about getting a liquor permit in Gujarat as of 2026.
What is a Gujarat liquor permit?
Table of Contents
A liquor permit in Gujarat is an official document issued by the state government that authorizes non-residents to purchase and consume alcohol during their stay. It is mandatory to show this permit before buying any alcoholic beverage from licensed shops in the state. Without a valid permit, liquor shops will not sell to you, regardless of age or nationality.
Note that you cannot bring your own liquor into Gujarat from other states. All alcohol consumption in Gujarat is regulated through the permit system.
Who can get a liquor permit in Gujarat?
Residents of Gujarat: Not eligible
Gujarat residents cannot apply for a liquor permit under any circumstances. The state has strict prohibition for residents, and attempting to purchase alcohol without a permit is illegal.
Non-residents of other Indian states: eligible
Any Indian citizen whose permanent address is outside Gujarat can apply for a liquor permit. This includes business travelers, tourists, and people visiting for any reason.
Foreign tourists and NRIs: eligible
Foreign nationals and Non-Resident Indians holding valid visas or travel documents can apply for a liquor permit. The process is simple, with fees waived for foreign tourists.
Age requirement: You must be 21 years or older to obtain a liquor permit.
How to get a liquor permit: residents of other Indian states
If you’re an Indian resident from outside Gujarat, you must apply online through the official Gujarat e-permit portal before or immediately after arriving in the state.
Step 1: Online registration
Visit the official portal at http://eps.gpeonline.co.in/. Click on “Registration” and select “Liquor Permit” as the permit type. Fill in basic details: name, date of birth, mobile number, email address, and address outside Gujarat. Create a username and password.
Step 2: Upload documents
After registration, log in and upload the following documents (scanned copies in PDF or JPG format):
- A valid government-issued photo ID (PAN card, passport, Aadhaar card, or driving license)
- Proof of residence outside Gujarat (electricity bill, rental agreement, or bank statement showing current address)
- Travel itinerary showing your arrival and departure dates in Gujarat
Document requirements must be less than 5 MB in size. Only black-and-white copies are accepted.
Step 3: Apply for the permit
Fill out the online application form with the same details as your registration. You can apply within four days of arriving in Gujarat. Select your expected duration of stay. Pay the application fee of INR 100 online through the portal.
Step 4: Verification
After submission, you will receive an SMS and email confirmation with a reference number. Keep this number safe. Your application will be processed within 24 hours in most cases.
Step 5: Final verification at liquor shop
Once approved, visit any licensed liquor shop in Ahmedabad or elsewhere in Gujarat with your reference number and original government-issued ID. The shop attendant will verify your online submission and complete the permit issuance on their end. No additional paperwork is required. You can then purchase alcohol immediately.
Permit validity: Your permit is typically valid for the duration you specified in the application or for 30 days from issuance, whichever is earlier.
How to get a liquor permit: foreign tourists
The process for foreign tourists is simpler than for Indian non-residents, with no permit fees and faster approval.
